Yes the ward is working as intended with this set.
After just switching your build and being in earlier monos, damage is going to be on the slightly lower end, this increases very quickly though as you progress.
Keep in mind this isn't a one shot everything build, you'll never see 40k damage numbers in a single hit. It's a facetank everything build with decent damage.
What produces a lot of the damage in this as well as the ward is the totem cast speed. It's attacking much faster than you realize and the visual effects from the Storm totem don't match the actual speed. That's why it looks like it's giving more ward than it should be. I tested it out yesterday by taking away the cast speed and traded it for more crit chance and damage, and had vastly less ward and less damage overall. Your damage isn't in big hits, it's going to be lots and lots of decent hits.
My key advices are try and farm the uniques listed, get LP on them if you can. Minion damage on as many exalts and unique items as you can. You don't have to invest crazy amount into defense because the ward is so strong, so invest into damage where you can. It does get better as you climb higher.
Right now I'm corruption 200+ on multiple monoliths and still climbing comfortably. The video of the boss fight was also level 92 and only took about two minutes, which isn't horrible for an early facetank build. That's about static still when I fight Lagon now, it takes about 2-3 minutes depending on tentacle spawn.
Then main thing with bossing with this build is the fact that you want to stay on top of the boss at all times, under your lightning storms. You'll generate ward faster than the damage they can dish out. No dodging or moving needed. Just sit there applying all of your other damage skills when they come off cool down.
I've cleared tier 4 of champion arena, and tier 4 of all dungeons with this build, climbing 200+ corruption with no issues, and it's not even finished yet. Your damage will get there over time as you get the items needed.
